    Statement by W. R. Basham, Former Commissioner Of U.S. Customs & Border Protection

     

    Former CBP Commissioner W. Ralph Basham Comments on Border Security & Immigration Reform Efforts in Senate

    WASHINGTON, June 24, 2013 - “I applaud the investment in additional resources for border security at the levels contemplated by the Senate legislation. As the legislation moves forward, I am hopeful that the Departments and law enforcement agencies responsible for border security will be given the flexibility they need to effectively deploy the right mix of resources to achieve tighter control over our borders and face ever-evolving threats. Congress should have the final say and oversight, but should allow these agencies to propose on an annual basis a spend plan for the resource amount allocated and not mandate certain numbers of a certain category of law enforcement or certain geographic areas for fencing which may not be the most effective use of taxpayer dollars.

    “The Corker-Hoeven amendment’s level of investment in border security is sorely needed and an important step. The key going forward will be to provide those resources to border security and law enforcement agencies with the flexibility they require to deploy the right mix of manpower, air assets, infrastructure, and technology to ultimately achieve a more secure border.”

    Mr. Ralph Basham has one of the most distinguished and diverse backgrounds in law enforcement and homeland security in the world today. Over the course of his 38 year career in federal law enforcement, he served in senior leadership positions at four of the eight operational components in what is now the U.S. Department of Homeland Security (DHS) and did so as a Senior Executive Presidential appointee in the Clinton, George W. Bush and Obama administrations. He served as CBP Commissioner from 2006 until 2009 and was the agency’s last Commissioner to be confirmed by the U.S. Senate.
